Patrick joins Albers as the Executive Vice President for Contracts from the federal government’s Senior Executive Service ranks where he served as the Chief Acquisition Officer for a Cabinet level Agency leading a 400-person acquisition workforce in reaching unmatched supplier diversification levels. Immediately prior to that position, as U.S. Department of Transportation’s Deputy Senior Procurement Executive, he skillfully directed multi-modal procurement operations across a $9B contracts and $140B grants portfolio, overseeing 10 contracting offices.
Patrick’s proven expertise in the GovCon space spans more than twenty-five years of leading complex operational initiatives across federal agencies and private industry. He has routinely served as the trusted advisor to senior leadership with a strong track record of modernizing acquisition strategies, building high-performing teams, and delivering measurable cost savings and business results.
Patrick has led major weapons system efforts as the Naval Information Warfare Center Pacific’s Contracts Deputy, the Marine Corps System Command’s Assistant Program Manager for Contracts in multiple PEO Land Systems program offices, the U.S. Coast Guard’s Deputy Chief of Contracting for shipbuilding and aviation, and the Navy’s Director of eBusiness Policy and Oversight in the Pentagon. Additionally, he served as the Director of Contracts for Sev1Tech, a leading provider of IT modernization, as it scaled from a small business to large, supporting both federal and commercial growth initiatives.
Patrick has been repeatedly recognized for driving enterprise-wide transformation, strengthening supplier partnerships, and managing risk in high-stakes environments. He was named the Defense Logistics Agency’s Employee of the Year after generating $3.4B in cost savings and avoidances through large-scale industry engagement and innovative acquisition strategies.
Patrick is a retired Navy Supply Corps Officer with a robust logistics and supply chain background encompassing three combatant afloat tours as well as leading “boots-on-ground” logistics and operational contracting support for both Operation Iraqi Freedom in Tikrit and Operation Enduring Freedom in Kandahar, Afghanistan.
Patrick graduated with a BA in Environmental Science from the University of Virginia and received his MBA in Acquisition and Contract Management from the Naval Postgraduate School. He holds both DAWIA and FAC contracting and program management certifications.
